About the Office of the Prime Minister and Cabinet
The Office of the Prime Minister and Cabinet is the lead Office and coordinating Ministry of Government in the Solomon Islands.
In addition to the Constitutional functions and roles, the Office of the Prime Minister forms the apex of the Public Service in terms of coordinating, managing and monitoring the implementation of Government policies and programmes.
The Cabinet’s structure and shape is determined by the Government of the day (in particular the Prime Minister) to determine how it operates. Cabinet itself is the apex of the Executive Government.
In addition, the Cabinet ensures that the work of its Ministries is properly coordinated and maintains close and regular contact with respective Permanent Secretaries. The Cabinet is also responsible for coordinating the submission of all Ministry’s corporate plans and annual reports to Cabinet.

The Office of the Prime Minster and Cabinet’s services include:
- Overall development, coordination, implementation and monitoring of Government Policies and Programmes in collaboration with line Ministries, Departments and Agencies.
- Provides administrative support to the Prime Minister, Ministers and Constitutional Post Holders.
- Provides administrative support to Cabinet and Caucus.
- Provides information services to the public through its Communication and Press Units.
- Administration of Honors and Awards.
Divisions and Departments
The Office of the Prime Minister and Cabinet has the following Departments and Units under its umbrella. You will find quick information about each and their contact details if required.
Prime Minister’s Division
The Prime Minister’s Division is headed by the Secretary to the Prime Minister (SPM). The Division oversees the day-to-day operations of the Office of the Prime Minister and Cabinet, and is responsible for Corporate Services, Information Services and Constitutional Reform.
It also supports the operations of all three divisions of the OPMC including the statutory authorities vested under the Prime Minister’s portfolio.
The Corporate Service section deals with the administrative, financial, human resources and other support functions for the OPMC while the Communication Unit is responsible for the strategic coordination of all Government information and communication services.
The Cabinet Division is headed by the Secretary to Cabinet (STC), regarded as the Head of Public Service working collaboratively with the Secretary to Public Service.
The Division is responsible to provide the Prime Minister, the Secretary to Cabinet and the Cabinet, a coordinated and innovative approach for the purposes of the development and implementation of Government policies.
It also provides secretarial services to Cabinet including preparation of agendas, recording of decisions, circulation and presentation of Cabinet papers and follow-up of required action to Cabinet and Cabinet Committees. In addition, the Division provides assistance and advice to Ministers and the public service on Cabinet procedures.
The Cabinet Office also maintains the registry of Cabinet documents for the current Government and preserves the Cabinet records of previous Governments. These documents are managed in accordance with conventions set out in the Cabinet Handbook.
Prime Minister’s Political Division
The Prime Minister’s Political Office is headed by the Special Secretary to the Prime Minister (SSPM). The Division oversees the implementation, evaluation and monitoring of all Government policies and programmes. It is also responsible to ensure the stability of the executive Government through the work of the Caucus Office. Staff are recruited as Political Appointees on a contract basis.
Constitutional Reform Unit
The Constitutional Reform Unit (CRU) is headed by the Director along with the Accounts and Clerical staff. The key responsibility of the Unit is to develop a Federal Constitution for the Solomon Islands. The Programme operates to provide the necessary administrative and budgetary support for the Constitutional Reform Congress and to coordinate its activities.
The Political Unit is headed by the Chief of Staff (COS) and oversees the coordination and implementation of Government policies in collaboration with responsible Government Ministries and agencies. This ensures the stability of the political Government through the functions of the Government Caucus.
Government Communication Unit
The Government Communication Unit (GCU) is headed by the Director and oversees the strategic coordination and effective delivery of all Government information and communication services to the public and clients.
The Unit is also responsible to provide media liaison services for and on behalf of the Government and its diplomatic missions overseas. In addition, the GCU maintains an archive of all Government information including photographs and audio-video files.
Institution of Integrity
- Leadership Code Commission (LCC) – is responsible for the conduct of National Leaders including Ministers, Members of Parliament, Permanent Secretaries, Constitutional Post Holders and other persons holding higher public office.
- Parliamentary Entitles Commission (PEC) – is responsible for the welfare of National Parliamentarians. It decides on their terms and conditions of service.
- Office of the Ombudsman – is responsible for the conduct of Public Servants. It investigates and disciplines maladministration in public office.
