About the Ministry of National Planning and Development Coordination

The Ministry of National Planning and Development Coordination is one of the central Ministries of the Solomon Islands Government. The Ministry plays an important role in assisting the Government to develop national development strategies, medium term development plans and annual development budget.

The Ministry oversees the implementation of the National Development Strategy 2016-2035 through coordinating development policies, programs and projects with implementing SIG line ministries, provincial governments, donors and development partners and other important stakeholders.

Our Services

Ministry services include:

  • Preparation of national development plans and developing budget allocations.
  • Mobilising, managing and coordinating Official Development Assistance in strategic partnership with all development partners
  • Evaluating the progress of implementing national development plans, annual development budgets, and building capacity of Monitoring and Evaluation activities across the Government sector.
  • Supporting Ministries to develop, implement and monitor development programs in the Social Development and Governance Sector. This includes responsibility for national population policy and national human resource development.
  • Support Ministries to develop, implement and monitor development programs in the Economic and Productive Sectors.
  • Supporting and Coordinating strategic infrastructure investment planning
  • Managing and monitoring the use of the Ministry’s human and financial resources both efficiently and effectively.
  • Supporting the coordination of disaster recovery.

To achieve its mission, the Ministry delivers services through its six (5) Divisions.

Divisions and Departments

The Ministry of National Planning and Development Coordination consists of five divisions. Together, all are responsible to perform and carry out the core mandates of the Ministry.

The Executive Management

The Executive Management Team is headed by the Permanent Secretary and is supported by two deputy secretaries acting as Group Leaders. The two deputy secretaries are Deputy Secretary for Program Development and Monitoring Group (PDMG) and Deputy Secretary for Strategic Planning and Program Quality Group (SPPQG). The Human Resource Manager and Financial Controller make up the remainder of the team.

Corporate Services Division

The Corporate Services Division supports the Ministry by providing efficient and effective administration support services to technical divisions. This is to ensure the Ministry delivers its mandate and achieves its vision and mission.

They also ensure that compliance is maintained in accordance with the Financial Instruction, General Orders, Public Financial Management, Public Service Regulation Act 1998, and Guiding Principles in the National Constitution.

This Division comprises the Human Resource and Administration Support Unit along with the Finance and Accounts Unit and a Communication Desk.

Development Cooperation

The Development Cooperation supports the Ministry in mobilizing, managing and coordinating Official Development Assistance and other external aid to ensure integration and alignment with the Government’s development priorities, strategies and delivery systems.

They also provide policy advice on development cooperation and management, operate as a focal point of contact for development partner organizations, and work within international and regional frameworks on aid effectiveness. The Division oversees the implementation of the Solomon Islands “Aid Management Development Cooperation Policy & Partnership Framework for Effective Development Cooperation,” with the Solomon Islands Government, Development Partners and other Development Stakeholders in promoting Government’s vision for improved aid coordination, management and development cooperation to support the implementation of the country’s National Development Strategy.

Strategic Planning and Budget Allocation Division

This division supports the Ministry by working with government Ministries, development partners and other agencies to prepare and compile national development plans and programs, such as the National Development Strategy (2016-2035). The division also prepares the Medium Term Development Plan (MTDP) to show the implementation of the NDS in the medium term. Annually, the Development Budget is being allocated with funds which is a process coordinated by the division with the budget unit in Ministry of Finance and Treasury. Ministries and Agencies use allocated funds to implement programs/projects annually and reports on expenditure and progress on site made.

Part of the division function is to ensure there is better integrated planning and budgeting processes and strengthen links between planning and resource envelopes.  The division operates as Secretariat to the MNPDC Standards Committee whose primary responsibility is to ensure that the Development Budget reflects the priorities of government and that submissions meet required planning and PFM Act guidelines.

The Division also plays an important role as a key member of the Budget Coordination Committee within the Ministry of Finance & Treasury (MoFT) to provide inputs to the annual Budget Strategic paper and to better integrate National Budget and planning processes.

The Division provide monthly reports on the implementation of Development Programs and Projects at expenditure level and works closely with the Program Quality Division and sector Divisions to provide Biennium reports. This is to keep track of the funds expenditure and preparation for next budget cycle.

To ensure wider coverage in the dissemination and socialization of the National Development strategy, the division works closely with the other divisions in the ministry to reach targeted audiences. It operates as Secretariat to the National Development Strategy Implementation Oversight Committee tasked to progress implementation of the NDS 2016-35 (NDS).

As part of ongoing implementation of development programs/projects the division works closely with the focal officers in Economic Productive Sector and Social Development Sector to ensure Ministries and Agencies allocated with DB funds are implementing and reporting on the progress made to each respective program/project.

 

Programme Quality Division

The Programme Quality Division supports the Ministry to implement, monitor and evaluate progress on a number of national development plans and programmes. This includes the 20-year National Development Strategy (NDS), the 5-year rolling Medium Term Development Plan (MTDP) and the annual Development Budget.

The division works closely with MNPDC sector divisions and line ministries to ensure that reporting on MTDP projects and programmes follows the logical framework approach and the NDS Performance (Monitoring and Evaluation) Framework. Also, the division is also responsible to oversee implementation of the Solomon Islands National Monitoring & evaluation systems strengthening strategy 2024-2028.

 

Social Development and Governance Sector Division

The Social Development and Governance Sector Division supports the Ministry in building, fostering and strengthening the partnership between the Ministry itself and other designated Ministries in the Social Governance sectors Development Programmes, specifically in Health, Education, Police and National Security Foreign Affairs and External Trade and other cross-cutting sectors such as gender women, youth and children. Moreover, the division’s responsibilities also include coordination of Government Services Development Programmes in areas of Justice and Legal Affairs, Home Affairs and Traditional Governance Peace and Ecclesiastical Affairs.

The Division also responsible for the coordination of the implementation and monitoring of the Solomon Islands Population Policy. It ensures that awareness and integration of Population and Development issues and agendas are factored into the planning and budgeting processes; advocating and emphasizing on the use of soci-economic data and information emanating from important surveys such as the National Censuses, Household and Income Expenditure Surveys (HIES), Demographic Health Surveys (DHS) and other sources of socio-economic data and information that are deemed important to the country’s development agenda.

Manpower Planning and Forecasting aligned with the developmental trends of the country is another key mandate assigned to the division. Currently, this is done through the Solomon Islands Tertiary Education and Skills Authority (SITESA) that the division formulate each year in collaboration with SITESA.

 

Economic and Productive Sector Division

The Economic and Productive Sector Division is responsible to build, foster and strengthen the partnership between MNPDC and designated ministries in the Economic and productive Sector mainly within the subsectors of Natural Resources, Economy and Infrastructure development, finance and trade and environmental & disaster Risk.  Specifically, by supporting ministries to design, implement and monitor development programmes and projects both appropriated and non-appropriated in the economic and productive sectors and to provide high level sectoral policy and programme analysis of the sector as well.

Furthermore, it also plays a strong coordinating role, provides sound advice on economic and productive sectoral policy integration, formulation and implementation of relevant Government policies as well.

The division also oversees and coordinates the implementation of the Solomon Islands National Infrastructure Investment Plan (SINIIP) through the various stakeholders and the relevant associating strategies and policies. Moreover, supports the Permanent Secretary on matters relating to the Solomon Islands Infrastructure Program (SIIP).
