INFORMATION PACKAGE

National Consultant – Development of RSIPF FPA Training Manual and Facilitator Guide

I. Background and information on the Women’s Development Division and the Pacific Women Lead Program at the Pacific Community (SPC).

The Women’s Development Division (WDD) is one of six divisions within the Ministry of Women Youth Children and Family Affairs (MWYCFA). The Women’s Development Division was established in the early 1960s as the Women’s Interest Section, focusing mainly on domestic areas like cooking, sewing etc. As time passed, Women’s Interest grew into the Women’s Development Division with a broader perspective in addressing the needs of women and gender inequalities including addressing the high prevalence rate of intimate partner violence against women and girls, the low economic status of women and the continuous low participation and representation of women in leadership, decision-making and governance.

The WDD today is responsible for the administration of the overarching Gender Equality and Women’s Development (GEWD) Policy 2021-2027 and its subsidiary policies, outlining the Solomon Islands Government’s aspirations to advancing gender equality and women’s empowerment through detailed strategies and actions.

The WDD is a proud grantee of the Pacific Women Lead (PWL) Program by the Australian Government through the Pacific Women Lead at Pacific Community (SPC). The PWL Program is one of the largest global commitments to gender equality. Pacific Women Lead aims to improve women’s leadership, realize women’s rights, and increase the effectiveness of regional gender equality efforts. The five-year Pacific Women lead (PWL) regional investment supports Pacific-led approaches and priorities, Pacific voices and ownership, through AUD170million funding from the Australian Government.

The overarching program goal is that Pacific women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys. WDD has been awarded a grant of approximately AUD 315K to implement various gender-related activities of which one is to ensure access to justice of victims and survivors of domestic violence including their access to safety and protection through the Family Protection Act 2014.

Since 1st of May 2016, Solomon Islanders have been able to seek protection from domestic violence through the operation of the Family Protection Act 2014 including duties of the Royal Solomon Islands Policy Force (RSIPF) under various Parts of the Act:

  1. Issuing and service of Policy Safety Notices (PSNs) (Part 2);
  2. Assisting affected victims to access a place of safety, counselling and medical services and legal services (Part 4);
  3. Investigating reports of domestic violence (Part 4); and
  4. Enforcing domestic violence offences (Part 6).

Findings of an independent review of the implementation of the Family Protection Act conducted between July–December 2020 pursuant to section 67 of the Act, recognised that implementing the Family Protection Act was a huge undertaking and that the Solomon Islands Government and its civil society partners have taken good foundational actions to implement the Family Protection Act across all nine provinces. The review also established recommendations for the next phase of implementation of the Family Protection Act of which a key recommendation is the need for significant increase in training for duty bearers (particularly for police offices, Authorised Justices and duty bearers in the justice sector).

In implementing this particular recommendation, the Ministry of Justice and Legal Affairs and the MWYCFA with the support of SPC has developed and rolled out a comprehensive standalone FPA training guideline and materials for Authorised Justices. The MWYCFA together with the Ministry of Police is now looking to build on existing RSIPF FPA trainings to develop a similar comprehensive and standalone FPA training guideline for the RSIPF and therefore this Consultancy.
