Road Construction Works – Landside Section (HP Roundabout to SIPA Junction).

This is to inform the public that road construction works at the landside section from HP Roundabout to SIPA Junction are tentatively scheduled to commence on Friday, April 10, 2026, and are expected to be completed within one (1) month, subject to weather conditions. 

The scope of works will include milling of the existing asphalt pavement, installation of curbstones, pavement works, asphalt sealing, and construction of the landside section of the HP Roundabout. 

In connection with the above, the public is advised of the following:

1. Road Closure and Traffic Diversion

• The landside road section from Town Ground Roundabout to SIPA Junction will be closed to general traffic.  
• All westbound vehicles traveling towards White River will use the left lane at the seaside section from SIPA Junction and rejoin the landside lane after Town Ground Roundabout.  

2. Alternative Route

• Eastbound and westbound vehicles may use Hibiscus Road as an alternative route.  

3. Access to Offices

• Vehicles accessing Sol Telekom, Solomon Post, and the High Court should use the access opening at Town Ground Roundabout.  

4. Closure of Mud Alley Street

• Mud Alley Street will be closed to general traffic.  
• Residents and offices near CBSI and the Australian High Commission are advised to use Hibiscus Road as an alternative route.  

5. Special Access Points

• The median opening in front of the Development Bank will be opened to provide access to the Fire Station and RSIPF Central Headquarters.  
• Other offices and businesses from the National Museum to Commonwealth Avenue are advised to arrange alternative access and parking.  

6. Safety Measures

• The work area will be properly barricaded.  
• Traffic signs and safety devices will be installed prior to the commencement of works to guide motorists and pedestrians.  

7. Traffic Management Plan

• An attached Traffic Management Plan is provided for reference.  
• Additional signage may be installed as required, depending on site conditions.  
• The work schedule may be adjusted due to weather conditions.  

8. Pedestrian Access

• Pedestrian walkways and designated crossings will be provided in selected areas.  
• Safety Officers and Traffic Controllers will be deployed to assist pedestrians and motorists to ensure safety and maintain smooth traffic flow.
