National Consultation on the Draft Government Vehicle Fleet Management Policy
The Ministry of Infrastructure Development (MID) and representatives from all government ministries will convene tomorrow to finalise the draft Government Vehicle Fleet Management Policy.
Led by MID’s Land Transport Management Service Division (LTMSD), this consultation will set forth a stand-alone policy to strengthen the gaps within the current Public Service Act Cap 92 (Vehicle and Plants) Rules as well as the General Orders Chapter Transport, as some elements of practice are irrelevant in today’s work setting.
The objective of this policy is to establish guidelines for acquisition, allocation, and disposal; outline usage rules to prevent misuse; define driver responsibilities; and set maintenance and safety protocols.
“It also aims to address fuel and expense management, incident reporting, insurance, environmental considerations, enforcement, auditing, and regular reviews to ensure compliance, sustainability, accountability, and efficiency in government vehicle operations.”
Initial work on this draft came after a performance audit report from the Office of the Attorney General (OAG) in 2011 highlighted the necessity for such guidelines, emphasising that ministries currently operate without centralised direction, leading to inconsistent management and utilisation of government vehicles. This report urged MID to prioritise the creation of a robust motor vehicle management policy that clarifies the responsibilities of ministries regarding their daily vehicle operations.
The policy team who worked on this draft comprised officials from MID, the Ministry of Police, the Office of the Prime Minister & Cabinet, Home Affairs, Foreign Affairs, Attorney General Chambers, and the Ministry of Finance and Treasury.
