MPNS&CS Permanent Secretary Opens CSSI 19th Senior Managers Strategic Planning Conference 2025
Honiara, 16 June 2025 – The Permanent Secretary of the Ministry of Police, National Security and Correctional Services (MPNS&CS), Mrs. Karen Galokale, officially opened the Correctional Service Solomon Islands (CSSI) 19th Senior Managers Strategic Planning Conference 2025 at the Sullivans Conference Room, Rove.
The week-long conference brings together Provincial Commandants, Directors, and members of the Senior Executive Management team to present and review their annual work plan performance. It is part of the Office of the Commissioner’s strategic approach to monitor the functional performance of the CSSI Annual Business Plan 2025.
In her official opening address, Permanent Secretary Galokale acknowledged several key achievements by CSSI in the first half of the year, including progress in the Business Work Plan, Rehabilitation and Reintegration programs, the Emergency Response Group, the Health Division, and Gender Integration initiatives.
“These successes reflect disciplined leadership, professional dedication, and an unshakeable commitment to the CSSI vision: ‘Safer communities through secure, humane and rehabilitative correctional services’. On behalf of the Ministry, I commend the Commissioner, his executives, senior managers, and all ranks and files of CSSI,” said PS Galokale.
She challenged all correctional executives, directors, and commandants to approach the conference with three guiding principles: “Reflect honestly, think boldly, and plan pragmatically.”
PS Galokale also reassured participants that the Ministry headquarters remains committed to providing strategic direction, policy guidance, and advocacy support when needed. She emphasized that together, the Ministry and CSSI will continue to pursue legislative reforms, modernize the correctional system, and strengthen inter-agency coordination for public safety.
Commissioner Mactus Forau expressed deep appreciation for the presence of the Guest of Honour, PS Karen Galokale, noting that her attendance reflected the strong support of the Government towards CSSI and its ongoing reform journey.
“Thank you for your leadership and commitment to our work,” said Commissioner Forau.
He also acknowledged officials from the Ministry of Police, the Ministry of Public Service, development partners, and stakeholders: “Your continued partnership and support remain critical to ensuring CSSI delivers on its mandate with professionalism, accountability, and innovation.”
Addressing his senior team, Commissioner Forau extended his gratitude to all Senior Managers, Directors, Commandants, and Unit Heads for their dedication and leadership in maintaining the integrity, discipline, and performance of the correctional service across the country.
He described the Strategic Planning Conference as a crucial platform for reflection and forward planning. “This is our opportunity to examine our current position, consider the lessons of the past year, and collectively chart the way forward — to strengthen operations, improve service delivery, and address ongoing challenges.”
“While we gather without an official theme, our focus is clear: to build an effective, resilient, and professional correctional service that contributes meaningfully to the peace, stability, and security of our nation,” he stated.
“As we begin this week, I encourage you to speak openly, listen respectfully, and commit yourselves to practical solutions. Your voice, your experience, and your insight are essential to shaping the future of our organisation.”
“To all my Senior Managers — your leadership transforms vision into reality. This conference is your platform: use it to contribute, share, and shape the future of CSSI. Let us approach this conference with a shared spirit of collaboration, purpose, and responsibility.”
Commissioner Forau also acknowledged the unwavering support of donor partners and external stakeholders, and commended all Provincial Commandants and Directors for their continued leadership, commitment, and dedication to the service.
