MNPDC to set up Resource Mobilisation Unit
The Ministry of National Planning and Development Coordination (MNPDC) will set up a new Unit called the Resource Mobilisation Unit (RMU) to help improve how the government financed its policies and development goals.
MNPDC Minister, Hon. Peter Kenilorea Junior, said this Unit is necessary as implementation of policies has always been the primary obstacle.
“The means of implementation have been the biggest downfall for any policy, whether it be one done at the global level, regional or even here at the national level,” Minister Kenilorea said.
According to Minister Kenilorea, this Unit will collaborate closely with the Ministry of Finance and Treasury (MoFT) and other substantive line ministries to secure external funding.
Many line ministries lack the capacity during their day-to-day operations to navigate complex application criteria required by international funding institutions.
Minister Kenilorea said having this dedicated Unit will ensure the government actively sought funds that have previously remained out of reach.
He said the GREAT coalition is shifting its approach to development partnerships by moving beyond traditional government-to-government aid to include civil society organizations, private sector and philanthropy.
“All of those can now be seen as development partners under the Addis Ababa Action Agenda, and that is how we will be approaching,” the Minister for Planning said.
He noted that when this specialist Unit is up and running, its task is to ensure criteria to access funds are met and that these funds will help contribute to the national development funds.
The governance and operational structure of this Unit will be formally outlined in the Planning Bill the ministry plans to bring to Parliament later this year.
