
MMERE clarifies relocation and tenancy at Manasuta Avenue, Lengakiki
Honiara, 14 September 2026 – The Ministry of Mines, Energy and Rural Electrification (MMERE) notes concerns raised regarding the Ministry’s relocation and tenancy at Manasuta Avenue, Lengakiki.
MMERE affirms its commitment to transparency and public accountability in the use of public funds.
The relocation was part of a Government-approved plan due to deteriorating conditions and limited space at MMERE’s current headquarters. Provision was made in the 2026 Budget for this move.
The new premises cover approximately 900 square meters and will accommodate over 80 officers. The tenancy agreement is for 12 months from 1 December 2025 at SBD 208,000 per month. Rental payments for the first and second quarters of 2026 have been processed.
MMERE did not occupy the premises immediately as essential upgrades were required. These included internet cabling, telephone lines and other operational works.
The Government Housing Division (GHD/MLHS), Ministry of Infrastructure Development, and ICT authorities conducted inspections. MMERE moved in toward the end of the second quarter of 2026 once these works were sufficiently completed. The delay was for readiness, not a cancellation of the lease.
The new premises are located next to MMERE’s existing headquarters where the Mines and Geological Survey Divisions continue to operate. This proximity supports management, coordination and continuity during the transition.
Under the Government accommodation policy, GHD/MLHS is the lead agency responsible for leasing, property due diligence and preparation of lease documents.
On 28 November 2025, MMERE requested supporting documents from THM Logistics Limited. MMERE understands these were submitted to GHD/MLHS. MMERE did not receive advice from GHD/MLHS that the landlord’s documentation or authority was deficient, and proceeded based on the Government process.
Questions on ownership, lease registration, or legal authority should be verified with GHD/MLHS and relevant authorities. MMERE will cooperate fully with any review by GHD/MLHS, Attorney-General’s Chambers, Ministry of Finance, or auditors.
Leasing of Government office accommodation is administered through GHD/MLHS under Government accommodation arrangements, not through the Ministry’s own tender process. All payments remain subject to financial controls, budget authority and certification.
MMERE acknowledges public interest and supports an evidence-based review of the arrangement. The Ministry also recognises that long-term commercial leasing may not be the most economical option. Government ownership of suitable premises in the MMERE precinct may be assessed in future. No decision has been made to purchase the Manasuta Avenue property.
MMERE’s position is clear: the relocation was approved and budgeted; the tenancy commenced under proper Government documentation; and the Ministry relied on the responsible agencies to complete due diligence.
