MJLA Concludes IPAM Training on Knowing Your Public Service and Code of Conduct
The Ministry of Justice and Legal Affairs (MJLA) has successfully completed a week- long customised training program on Knowing Your Public Service and Code of Conduct, conducted in partnership with the Institute of Public Administration and Management (IPAM). The training was held from 30th June to 4th July 2025, with 21 officers participating and receiving certificates at the end of the program.
The training aimed to strengthen officers’ understanding of the principles, values, and expectations of the Solomon Islands Public Service and their roles as public servants. At the closing ceremony, a representative from the participants spoke on behalf of the cohort, expressing heartfelt appreciation for the opportunity to attend the training.
“This training has given us clarity and valuable insights that will guide us in our day-to- day work. As public servants, our actions must always reflect the core values and principles of public service and our commitment to serving the Government and people of Solomon Islands,” he stated.
Mr. Bill Hana, Program Manager of the Corporate Learning & Development Unit at IPAM and lead facilitator of the training, commended the Ministry for prioritising these essential courses for its staff.
“I thank the Permanent Secretary, Mr. George Hoa’au, for allowing Ministry officers to
attend the training. This reflects the Ministry of Justice and Legal Affairs’ commitment to prioritising the delivery of core courses that every public servant must understand in order to perform effectively and contribute meaningfully to the Ministry’s broader
strategic goals,” Mr. Hana said.
“Customised arrangements like this are becoming more common, as regular training schedules can only cater for limited spaces. This approach allows Ministries to ensure their staff are not left behind. I also thank all the participants and congratulate them for their full participation throughout the week. The sessions were highly interactive, and it was rewarding to learn from the officers’ insights and reflections during the training activities.”
The Human Resource Manager for MJLA, Mr. Eric Ulufia, presented the certificates to the officers on behalf of the Ministry. In his remarks, Mr. Ulufia extended appreciation to IPAM for their ongoing support in capacity building and congratulated all participants for their commitment and successful completion of the program.
“We recognise that many of our legal officers are often engaged in court schedules and other legal obligations, which makes it difficult to attend general training sessions. This customised approach has enabled us to close that gap and ensure that our officers receive training that is essential to their roles,” he said.
“This is the first tailored training of its kind for the Ministry, and it certainly won’t be the last. It’s a step toward greater collaboration and continuous learning”, Mr. Ulufia excitedly expressed.
The Ministry is also planning to deliver two additional customised trainings later this year: the Supervisor Development Course and the Performance Management Process training, targeting officers in supervisory roles.
MJLA looks forward to continuing its collaboration with IPAM in delivering impactful and targeted training programs that enhance the capacity and professionalism of public service officers in Solomon Islands.
The Ministry also extends sincere thanks to the Ministry of Infrastructure and Development (MID) for the generous use of their conference room, where the training was held. In addition, expresses gratitude to Ministry of Rural Development in support and made possible with transportation of training equipment and furniture to the training site. MJLA looks forward to future partnership and collaboration with these ministries and other ministries in supporting professional development initiatives.
