Ministry of Justice and Legal Affairs currently on critical 3-Day Consultation to Define
Justice Sector’s 10-Year Strategic Direction (JSSF 2026–2035)

The Ministry of Justice and Legal Affairs (MJLA) successfully hosted a three-day Justice Sector Strategic Framework (JSSF) Consultation Workshop from Tuesday 16th to Thursday 18th December 2025. The workshop was being facilitated by the MJLA Headquarters team under the leadership of the Permanent Secretary, Mr George Hoa’au. The core objectives of the intensive sessions are to review the current JSSF and establish the strategic priorities for the new JSSF 2026–2035.

The workshop gathered participants to reflect on the achievements, positive progress, and constraints faced during the implementation of existing justice mandates, policies, and strategies. A major focus was placed on charting the Justice Sector’s direction for the next decade.

The workshop convened a broad representation of stakeholders critical to the justice system’s future.

Participants included: Senior Officials from the National Judiciary; leaders and staff from the Ministry of Justice and Legal Affairs (MJLA) Headquarters; all five core legal agencies (Attorney General’s Chambers, Office of the Director of Public Prosecutions, Public Solicitor’s Office, Law Reform Commission, and Registrar General’s Office). Other invited participants include: Representatives from the Ministry of Police, National Security and Correctional Services; and the SIs Bar Association, SIs Women in Law Association, and UNICEF- SIs and NGOs.

Key Outcomes of the Consultation included,

   Defining Sector Fundamentals: Participants thoroughly reviewed the proposed fundamental statements for the new framework, including the Vision, Mission, Purpose, Goals, and Principles

2. Transition to New KRAs: Groups worked to understand the planned shift from the current Key Priority Areas (KPAs) to the seven proposed Key Result Areas (KRAs) of the JSSF 2026–2035.
3. Coordination and Implementations: Discussions covered the importance of international commitments, improving cross-cutting areas across justice agencies, reviewing the effectiveness of sector coordination mechanisms like the JSCC, EMG, and EMT, and providing clarity on the objectives and strategies necessary for implementing the new JSSF.

The collective input gathered during the group discussions is crucial for informing the Situation Analysis section and defining the structure and content of the final JSSF 2026–2035 document. The Ministry of Justice and Legal Affairs extends its appreciation to the Australia- Solomon Islands partnership for Justice Program (ASIPJ for funding the workshop and ensuring facilitation of this vital consultation so that the sector is prepared to meet its strategic goals over the next ten years. The successful completion of this workshop moves the sector closer to delivering the collective vision of improved rule of law and accessible justice services for all people in the Solomon Islands.
