
Minister Rinah Applauds Strong Gains in Provincial Governance through PCDF
MINISTER for the ministry of Provincial Government & Institutional Strengthening (MPGIS) Hon. Lazarus Rinah has commended the significant progress in strengthening provincial governance.
Speaking in Parliament in his response to the Throne, Minister Rinah highlighted the positive and tangible impact these reforms are delivering for communities across the country.
He highlighted the success of the Provincial Capacity Development Fund (PCDF), a flagship initiative under the Provincial Governance Strengthening Programme (PGSP), which continues to transform governance standards at the provincial level.
Minister Rinah noted that provincial governments, once challenged by weak oversight and inconsistent financial reporting are now demonstrating improved accountability and transparency.
“Today, provinces are consistently submitting audited financial statements and managing public funds with greater discipline and openness,” he said.
Hon. Rinah said since its establishment in 2008, the PCDF has facilitated the reporting of more than SBD405 million in development grants and SBD918 million in recurrent grants.
He said these investments have supported approximately 1,700 projects nationwide, contributing to service delivery, infrastructure development and job creation in provincial communities.
The Minister further emphasized that the credibility and performance of the PCDF have attracted strong backing from development partners, positioning the fund as a trusted and effective platform for future investment and sustainable provincial development.
The Minister reaffirmed its continued commitment to the PCDF, recognizing its critical role in empowering provinces, strengthening institutions and improving the lives of Solomon Islanders across the country.
