Honourable Minister Dr Bosawai contributing to Panel Discussions
Early last week in Nadi, Fiji, the Minister of Health and Medical Services, Honorable Dr Paul Popora Bosawai recently attended the opening of the Health Systems Flagship Course of the World Bank upon which he joined his colleague Ministers including the Minister of Health of the Republic of Fiji, Hon Dr Ratu Atonio Lalabalavu, Minister of Health of Tuvalu, Hon. Tuafafa Latasi and the Minister of Health of the Kingdom of Tonga, Hon. Dr. Ana ‘Akauola.
The Health Systems Flagship Program is one of the World Bank’s offerings for policy dialogue and capacity building and aims to facilitate a strategic and systematic approach to planning health system reforms that will move countries to Universal Health Coverage and is highly regarded.
At the Panel discussions relating to Strengthening Health Financing Systems Efficiency the Health Minister highlighted that health financing remains a critical challenge. “For the 2025 Budget, the health sector received the second largest domestic budget allocation (12% of the national budget). The government is prioritizing reforms to improve resource allocation and efficiency, enhance procurement processes, and better align funding with needs-based estimates. This is unlike previous budget allocations which was largely based on historical annual ceilings. A 28% budget increase in 2025 aims to address gaps in infrastructure, medical supplies, and workforce capacity while legislative reforms seek to improve governance Budget”.
In terms of enhancing the Health Workforce Capacity and Retention, the Honourable Minister reemphasised that the Solomon Islands continues to struggle in maintaining an adequately skilled health workforce across all levels. “There is a critical need to increase local training opportunities, improve working conditions, and strengthen incentives to retain skilled personnel in provincial and rural areas. Investing in workforce development will directly impact service delivery,

especially in maternal and child health, NCD management, and emergency care. Expanding Access to Essential Health Services and Infrastructure Addressing health inequities, particularly in rural and remote areas, remains a top priority. The 3 key areas we see in this area includes, Upgrade of health facilities, Supply chains for essential medicine and Primary healthcare. The Ministry focuses on upgrading health facilities, ensuring reliable supply chains for essential medicines, and integrating digital health innovations to bridge access gaps. Strengthening primary healthcare through developing and implementing a more comprehensive Role Delineation Policy will be key to improving service delivery”
The Panel discussions further dwelled on the key factors driving successful implementation of reforms and programs in the health sector one of which is health financing upon which the Honourable Minister is a strong advocator for. Honourable Dr Bosawai highlighted that “Health Financing and Funding is a major key factor to successful implementation of reforms and reforms at all levels including advocating for Political Commitment to Health Sector Funding: On an increased budget for 2025 – consistency in advocating the need for a budget increase for the health sector at the political level (caucus and cabinet) and ongoing dialogue with MOFT. A well-functioning health system requires clear policies, legislative reforms, and strong leadership”.
In further contributing to the panel discussion Community Engagement and Ownership in Health Initiatives: One key success factor in health program implementation is the active involvement of communities. The success of programs such as malaria control and immunisation campaigns in the Solomon Islands highlights how strong community engagement and behaviour change strategies contribute to improved health outcomes.
