Minister John Tuhaika Jnr Opens CSSI 20th Senior Managers Strategic Planning Conference 2026
Honiara, 24 August 2026 – The Minister for the Ministry of Police, National Security and Correctional Services (MPNS&CS), Hon. John Tuhaika Jnr, officially opened the Correctional Service Solomon Islands (CSSI) 20th Senior Managers Strategic Planning Conference 2026 at the King Solomon Hotel Conference Room in Honiara.
In his official opening address, Minister Tuhaika Jnr acknowledged the leadership of the Commissioner, senior management, and officers of the Correctional Service Solomon Islands for their dedication and commitment to carrying out their responsibilities in an environment that is often demanding, complex, and challenging.
The Minister also acknowledged CSSI’s development partners, particularly the Australian Government through the Australia Solomon Islands Partnership for Justice (ASIPJ), for their continued partnership and support in strengthening the country’s correctional system.
“The Correctional Service Solomon Islands forms an integral component of the criminal justice system. Its mandate extends beyond providing a safe, secure, and humane custodial environment. It is equally about creating meaningful opportunities for the rehabilitation, reform, and reintegration of persons in custody so that they can return to their families and communities as responsible and productive citizens. This is a significant responsibility requiring strong leadership, clear direction, and a firm commitment to results,” says Minister Tuhaika Jnr.
The Minister urged all senior managers to lead by example with integrity, professionalism, discipline, and accountability. He emphasized that accountability should not simply mean being answerable when something goes wrong, but also taking ownership of delivering results.
He further encouraged senior managers to take ownership of the CSSI Strategic Plan and ensure its direction is understood not only at the management level, but also by every officer throughout the organisation.
“As the Minister responsible for Police and Correctional Services, I reaffirm the Government’s commitment to strengthening the Solomon Islands correctional system, with greater emphasis on rehabilitation, restorative approaches, reintegration, and reducing reoffending,” he said.
Speaking during the opening ceremony, Commissioner Mactus Forau expressed his appreciation to the Minister and all stakeholders for their support.
“I am honoured by the presence of our Guest of Honour, the Honourable Minister for Police, National Security and Correctional Services, Hon. John Tuhaika Jnr, and our valued partners and stakeholders whose support continues to strengthen the work of the Correctional Service Solomon Islands,” said Commissioner Forau.
Commissioner Forau noted that this year’s conference marks an important milestone for CSSI as it convenes its 20th Senior Managers Strategic Planning Conference under the theme: “Reflect, Reform and Realign: Strengthening Our Strategic Direction and Business Priorities.”
“The theme is both timely and relevant. It calls on us to honestly reflect on our achievements and challenges, reform areas that require improvement, and realign our efforts to ensure that our resources, people and priorities are focused on delivering better correctional services for Solomon Islands”.
“Over the next five days, we will review our organisational performance, discuss strategic and operational priorities, align our annual business plans, and consider the implementation of the CSSI Strategic Plan 2026–2030. This conference is therefore not simply a meeting, but an opportunity to shape the future direction of our organisation,” Commissioner Forau said.
The Commissioner also acknowledged the contributions of development partners and stakeholders whose continued support has significantly contributed to institutional strengthening, capacity development, and reform initiatives within CSSI, particularly the Australian Government through the Australia Solomon Islands Partnership for Justice (ASIPJ).
“As we commence this conference, let us approach our discussions with unity, professionalism, and a clear focus on achieving meaningful outcomes. Let us use this opportunity to strengthen our strategic direction, align our business priorities, and reaffirm our commitment to serving the people of Solomon Islands with integrity and excellence,” he said.
The week-long conference brings together Provincial Commandants, Directors, and members of the Senior Executive Management Team to review organisational priorities and strengthen strategic planning across the Service. The conference is jointly funded with the support of the Australian Government through ASIPJ.
