Gov’t reopens SME Credit Guarantee Scheme targeting business boom
Honiara, 28 August 2026 — The Government officially reopened the SME Credit Guarantee Scheme [SMECGS], unlocking new financing opportunities for small businesses across Solomon Islands.
Speaking at the reopening ceremony yesterday, the Minister for Commerce, Industries, Labour and Immigration, Hon. Harry Kuma, said the Scheme is more than just a financial facility. It is an investment in jobs, growth, and livelihoods.
“MSMEs are the engine of our economy. From the market tables in the provinces to small shops in Honiara, our businesses create jobs and keep families going. But for too long, many good business ideas have been held back because of one thing: access to affordable finance,” Minister Kuma said.
The SMECGS works by reducing the risk for banks when lending to eligible MSMEs. That means it will now be easier for intending or existing businesses to get a loan to start a new business, buy equipment, stock, or boats, expand a farm, shop, or service, or hire more staff to grow income
“This reopening marks a new chapter. Government, CBSI and our partner banks are ready to work with you. Banks are encouraged to start processing eligible MSME loans right away under the guarantee arrangements,” Minister Kuma stated.
The Scheme is designed with inclusion in mind. Priority will be given to:
- Rural enterprises
- Women and youth entrepreneurs
- Cooperatives
- Businesses outside Honiara
“Whether you are in Choiseul, Malaita, Western, or right here in Honiara, this Scheme is for you. We want to see more women selling and expanding, more youth starting businesses, and more rural communities building wealth,” he added.
Minister Kuma urged both banks and business owners to act now.
“To our banks: actively promote this facility. To our MSMEs: get your business plans ready, keep your financial records straight, and come forward with your loan applications. Don’t let this opportunity pass.”
The Government will also continue working with CBSI and stakeholders to remove remaining barriers to MSME finance and will closely monitor loans approved, businesses supported, and jobs created.
“The success of SMECGS will not be measured by paperwork. It will be measured by the businesses that grow, the jobs that are created, and the livelihoods that are strengthened in every community across Solomon Islands,” Minister Kuma concluded.
“This is your chance. Let’s build businesses together and grow our economy from the ground up.”
