About the Customs and Excise Division
The Solomon Islands Customs and Excise Division (SICED) is one of the divisions under the Ministry of Finance and Treasury (MoFT).
The Solomon Islands Customs and Excise Division (SICED) is committed to maximising revenue, facilitating trade and protecting the border from the illegal movement of goods and people for the safety of the nation.
SICED ensures compliance with border related laws and administers a range of programs to assist local industries in contributing to economic growth.
The Solomon Islands economy depends on the continued improvement of trade and SICED plays a vital role in facilitating movement of legitimate international trade whilst identifying and responding to non-compliance with the laws of the Solomon Islands.
The Customs and Excise performs and enforces its mandatory functions according to the Customs and Excise Act Cap 121 (2003) and the Customs Valuation Act 2009.

Our Services
REVENUE SECTOR
To assist manufacturers/importers/exporters to take advantage of new and existing opportunities in local and international markets, whilst ensuring that the revenue base of the Solomon Islands is preserved and voluntary compliance is encouraged.
Objective: To carry out the declaration and revenue collection process in the Customs
Business Centre in Honiara, Solomon Islands.
Sub Sector;
- Long room (In gate)
- Private Warehouse (PWH)
The Long Room (In gate) is where all import and export clearances are lodged for day-to-day business. They are responsible for carrying out various activities such as;
- Receipting, Vetting, and Release Notes
- Imports / Exports document checking
- Cargo Examination
- Tariff valuation, assessment, queries and amendment
- Exemption Orders
- Extracting of Monthly exchange rates
- Refunds
PRIVATE WAREHOUSE (PWH) in charge of the;
- General Bonded Warehouse
- Excise on Tobacco, Cigarettes, Whisky, Spirits, and Beer
- LP Gas
- Petroleum/ Fuel
- Duty Free
- Auction and Public Tender
SAD CLEARANCE PROCESS;
- Importers/Exporters registered the Single Administrative Document (SAD)
- Vetting Officer assesses, receipts, and do selectivity (Yellow, Red, Blue, or Green)
- Long room/PWH officers check SAD and verify documents or refer for physical examination
- Cargo release if satisfied, or Detain and Seize Cargo if any discrepancies are found.
BORDER OPERATIONS SECTOR
To ensure that the Solomon Islands’ borders are kept safe and secure. Customs controls the movement of people and goods in and out of the country with minimum intervention to legitimate trade and travel.
- Services Provided by Customs at All Ports of Entry (at Both Seaports and Airports).
- Clearance of Incoming and Outgoing vessels and aircraft:
- This service is provided and facilitated to a vessel and aircraft at each time it enters and departs the country.
- Ships Rummages:
- Every vessel entering the country is subjected to a ship search.
- Passenger and baggage checks, examination on arrival from overseas:
- All incoming passengers and baggage are subjected to physical examination upon arrival.
- This process is carried out basically to look for prohibited and restricted goods, undeclared items, etc.
- Commercial items that are subject to import duty and Goods tax.
- Cargo check and Examination on imported and exported goods:
- All imported and exported cargo is subjected to physical examination. This is to ensure that the actual cargo is correct as is declared on the SAD (Single Administration Document) – Contain invoice.
- Check for prohibited, restricted, and undeclared goods. Verify the correct HS code number and value. Nature of the goods/items.
- Processing of Time up goods to Kings warehouse (KWH) UCL:
- Time up goods to be physically moved from Ports or Airfreight, or Parcel post to the KWH and subjected to public tender if not cleared within a given period of one month.
- Attendance to Deliveries (Extra Attendance):
- This service is provided to facilitate trade for the trading public in all fields of business operations and activities. This service is facilitated upon request by the clients for the continuation of the task after 4:30 pm. On weekdays, weekends, and public holidays.
- Ships’ Duty on arriving foreign vessels
- This service is carried out by officers when a foreign vessel is in port, either at berth alongside the wharf or at anchorage. This service is purposely for Border protection, monitoring the movements of crews and locals (Stevedores, visitors) in and out of the ship. Ensure that no illegal trading activities is carried out.
- Boarding of Ships
- This service is carried out on foreign vessels travelling coastwise within the country, especially on log vessels and cruise ships. This service is purposely for Border protection, Trade Facilitation, and revenue protection.
COMPLIANCE AND ENFORCEMENT SECTION
This sector plays a vital role in ensuring a high level of compliance, in terms of Trade Facilitation and Revenue Collection, ensuring that good compliance level by Traders and Companies. They are;
- Responsible for monitoring companies and Traders’ compliance level,
- Do Post Audit, and submit final findings and provide sound advice to Traders and companies on findings.
- Field Audit regarding Regulations and Processes of Customs.
- Identify Errors where Traders and Companies might come across in terms of their Declarations.
- Continue to provide sound advice on Customs Regulations and Processes and guidance to companies and Brokers/agents.
- Enforcement section – Working in collaboration with other leading Border Agencies (Ministry of Police, Immigration and Bio Security) to address issues of breaching laws and looking into offences or company profiles.
