Public Notice: Construction Works – Landside Section from Hot Bread Junction to HCC Roundabout

The public is advised that construction works on the landside section of the road from Hot Bread Junction to the HCC Roundabout will commence on Saturday, 11 July 2026, and are expected to be completed within three (3) weeks, subject to weather conditions and site requirements.

The works will involve the removal of the existing asphalt pavement, installation of kerbstones, construction of bus bays and parking areas, pavement improvements, and asphalt sealing. These upgrades form part of ongoing efforts to improve traffic flow, accessibility, and public safety within Honiara’s Central Business District (CBD).

Traffic and Pedestrian Arrangements

To facilitate the safe and efficient execution of the works, the following arrangements will be implemented:

1. Seaside Road Opening

• The seaside section from the Hot Bread Roundabout to the Central Market will be completed and opened to traffic.
• Westbound vehicles will travel along the left lane of the seaside section from the HCC Roundabout and merge back into the landside lane after the Hot Bread Roundabout.

2. Temporary Bus Terminals

• The bus terminal located behind the HCC Building has been prepared and will serve as a temporary terminal for westbound buses during the construction period. The eastbound bus terminal will remain at the MID-TIMS compound. The existing bus bays in front of the Central Market shall be installed with steel fence for it will not be used until the main roadwork construction has been completed.

3. Business Access

• Access to businesses within the work zone will be maintained where practicable and will be managed according to actual site conditions.

4. Safety Measures

• All work areas will be properly barricaded, and appropriate traffic signs, warning devices, and safety measures will be installed before construction activities commence.

5. Pedestrian Management

• Pedestrian walkways and designated crossing points will be provided at selected locations.
• Traffic Controllers from the Contractor, together with personnel from the Royal Solomon Islands Police Force (RSIPF) and the Road Transport Board (RTB), will be stationed on-site to assist motorists and pedestrians and to ensure the safe movement of traffic.

6. Compliance with Traffic Directions

• Motorists and pedestrians are requested to follow all instructions provided by Traffic Controllers and Police Officers at all times.

7. Potential Traffic Delays

• Due to lane narrowing in some sections of the work area, temporary traffic congestion may occur.
• Members of the public are encouraged to allow additional travel time and plan their journeys accordingly when travelling through the CBD.

8. Use of Designated Crossing Points

• For safety reasons, pedestrians are required to use the underpass and designated crossing points only.
• This will help minimise traffic disruptions and ensure the safety of all road users during the construction period.

9. Traffic Management Plan

• Further details are outlined in the attached Traffic Management Plan (TMP).
• Additional traffic control measures and signage may be introduced as required, and construction schedules may be adjusted depending on weather conditions and operational requirements.
