(INDIVIDUAL CONSULTING SERVICES)

DESCRIPTION: IMPLEMENTATION OF THE MPNSCS INSTITUTIONAL STRENGTHENING REFORM PROGRAM.

The Solomon Islands Government through the Ministry of Police, National Security and Correctional Services (MPNSCS), is seeking the implementation of the MPNSCS Institutional Strengthening Reform Program.

The Ministry of Police, National Security and Correctional Services invites eligible consultants to express their interest in providing consultancy services for the “Implementation of the MPNSCS Institutional Strengthening Reform Program”. The tasks are to drive the reform program which include the implementation of the twenty-one projects relating to the various aspects of the Royal Solomon Islands Police Force (RSIPF) and Correctional Service of Solomon Islands (CSSI) including governance and leadership, operational preparedness, resource management and information management.

Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the required tasks. The shortlisting criteria are as follows:

EDUCATION

• Appropriate qualifications to undertake the assignment – A minimum of Bachelor’s Degree in Law, Policing, Strategic Studies or other relevant field. Tenderers should submit curriculum vitae and certified copies of qualifications

TECHNICAL EXPERTISE

• Excellent reporting and formal writing skills in English
• Strong Interpersonal, Teamwork and Communication Skills
• Strong Analytical and Presentation Skills
• Working knowledge on policing and/or other disciplinary organization
• Sound knowledge in program/project implementation and oversight

EXPERIENCE

• General Experience in Consultancy in the past five (5) years
• Extensive working experience in the executive level of a disciplined organization will be highly considered
• Number of assignments undertaken similar to the one in the EOI in the past five (5) years
• Experience in Solomon Islands or the Pacific region
• Demonstrated experience with reform programs in a discipline organization
• Other required experiences are as captured in the TOR

The Consultant will be selected in accordance with the procedures set out in the Solomon Islands Procurement and Contract Administration Manual 2022 and the Public Financial Management (Procurement) Regulations 2021.
