Engagement of Business Advisory Service (BAS) Providers
The Ministry of Commerce, Industry, Labour and Immigration (MCILI) Thru Business and Cooperative Division invites Expressions of Interest (EOI) from suitably qualified and experienced organizations, firms, non-government organizations, private sector organizations, cooperatives, educational institutions, and professional consultants to deliver Business Advisory Services (BAS) across the Solomon Islands.
Background
MCILI is implementing a national Business Advisory Program to strengthen the growth and sustainability of micro, small and medium enterprises (MSMEs), cooperatives, youth enterprises, women-owned businesses, agribusinesses, fisheries enterprises, tourism businesses, and rural enterprises. The program aims to improve business capability, increase access to finance, expand market opportunities, and support enterprise formalization.
Scope of Services
Successful providers may be engaged to deliver one or more of the following services:
- Business start-up advice and business planning.
- Business registration and formalization.
- Financial literacy and bookkeeping.
- Loan readiness and access to finance.
- Cooperative development and governance.
- Agribusiness and value chain development.
- Fisheries, tourism and manufacturing business support.
- Marketing, branding and digital commerce.
- Business mentoring and coaching.
- Export readiness and market linkage.
- Digital business transformation.
- Environmental sustainability and climate-resilient enterprise development.
Eligibility
Applicants should demonstrate:
- Legal registration in the Solomon Islands or another recognized jurisdiction.
- Proven experience in enterprise development, business advisory services, or capacity building.
- Qualified personnel with relevant business, finance, agriculture, cooperative, or enterprise development expertise.
- Experience working with rural communities, women, youth, and MSMEs.
- Strong financial and project management systems.
- Ability to deliver services in multiple provinces.

- Description of services offered.
- Geographic areas of operation.
- Proposed daily or professional service rates.
- Copies of relevant licences or certifications.
Evaluation Criteria
EOIs will be assessed based on:
- Technical capability and relevant experience.
- Qualifications of key personnel.
- Geographic coverage.
- Quality assurance systems.
- Previous performance.
- Value for money.
Successful applicants may be pre-qualified and included in MCILI’s National Business Advisory Service Provider Panel for future assignments.

Late submissions may not be considered.
MCILI reserves the right to accept or reject any submission and is not obliged to award any contract as a result of this invitation.
The Ministry encourages applications from qualified local organizations, women-led enterprises, provincial institutions, professional associations, and organizations with strong experience in supporting MSMEs and cooperatives throughout Solomon Islands.
