MPNSCS Welcomes Trevor Unusu as New Permanent Secretary

The Ministry of Police, National Security and Correctional Services (MPNSCS) is pleased to announce the appointment of Mr. Trevor Unusu as the new Permanent Secretary of the Ministry.

The appointment has been welcomed by the Acting Permanent Secretary, Ms. Julia Twumasi, who, on behalf of Senior Management and staff of the Ministry, extended her warmest congratulations to Mr. Unusu and wished him every success and God’s guidance as he assumes the important responsibility of leading the Ministry.

“On behalf of Senior Management and staff, I extend our warmest congratulations to Mr. Trevor on his appointment to this important leadership position. We wish you every success and God’s guidance as you take up the responsibility of leading the Ministry,” Ms. Twumasi said.

Mr. Unusu is no stranger to the MPNSCS, having previously served in a senior leadership capacity within the Ministry. He served as Director for National Border Security in 2018 before becoming Deputy Secretary for National Security in 2022, a position he held until January 2025. His previous experience in the Ministry gives him a strong understanding of its agencies, programmes, priorities and national security responsibilities.

Before his return to the Ministry, Mr. Unusu had a distinguished public service career spanning almost two decades. He served in government from 2006 to January 2025, including with the Ministry of Foreign Affairs and External Trade, where he progressed from Desk Officer to Assistant Secretary and undertook overseas diplomatic postings as Counsellor at the Solomon Islands High Commission in Fiji and the United Kingdom. He also served as Assistant Secretary for Workforce Planning with the Ministry of Public Service.

Mr. Unusu brings extensive experience in public policy, diplomacy, national security and strategic planning. During his career, he has been involved in the design and development of the National Security Strategies and the National Border Strategy, as well as the delivery of key national security priorities, including infrastructure projects and policy outcomes, in collaboration with relevant stakeholders.

His academic and professional qualifications further strengthen his suitability for the position. Mr. Unusu is a graduate of the University of Papua New Guinea, the University of Auckland and the Australian National University, holding a Bachelor’s degree in Political Science, a postgraduate degree in Development Studies and a Master’s degree in National Security Policy. He has also completed a Mini-MBA programme with the Australian Institute of Management and diplomatic training at the Indian Foreign Service Institute.

The Ministry considers Mr. Unusu’s extensive experience and qualifications an important asset as it continues to advance its mandate in policing, national security and correctional services. His background provides a strong combination of public policy insight, national security management experience and institutional knowledge.

Ms. Twumasi called on all Senior Management and staff to give the new Permanent Secretary their full support, cooperation and commitment as he takes up his new responsibilities.

“I humbly call on all Senior Management and staff to extend to him our full support, cooperation and commitment. Let us continue to work together as one Ministry, maintaining our strong spirit of teamwork, professionalism and dedication to the responsibilities entrusted to us,” she said.

The Acting Permanent Secretary also welcomed Mr. Unusu back to the Ministry, noting that his familiarity with the organisation and its priorities will provide a strong foundation as he assumes the leadership of MPNSCS.

“Once again, congratulations and welcome back, PS Trevor. We look forward to working with you and supporting you in this new capacity,” Ms. Twumasi said.
