Signing of Memorandum of Understanding to Strengthen Cybersecurity Collaboration
The Ministry of Communication and Aviation, through the Solomon Islands Computer Emergency Response Team (SICERT), and the Ministry of Police, National Security and Correctional Services, through the Royal Solomon Islands Police Force (RSIPF), have officially signed a Memorandum of Understanding (MoU) to strengthen national cooperation in cybersecurity. The MoU signing took place on Thursday 23rd of April, 2026 at the Ministry of Communication and Aviation Office Building.
This MoU or milestone agreement establishes a framework for collaboration in cybersecurity investigations, information sharing, incident response, and capacity building. Aiming to strengthen the national cybersecurity posture of the Solomon Islands. This marks a new chapter and a significant step forward in how SICERT and RSIPF will work together to protect the nation from cyber threats and putting in efforts to protecting the nation’s digital space and ensuring the safety of citizens, businesses, and critical infrastructures.
Speaking at the signing of the MoU, the Permanent Secretary of the Ministry of Communication and Aviation, Mr Alwyn Danitofea said: “Cyber threats are real and growing and the Solomon Islands must be prepared to defend its digital space. This partnership ensures that our institutions are working hand in hand to defend the Solomon Islands against cybercrime, protect our cyber-space from possible cyber-threats and safeguard our digital future.”
The (Supervising) Commissioner of Police, Mr. Mathias Lenialu also highlighted the importance of the MoU: “Cybersecurity is now a matter of national security. By joining forces with SICERT, the RSIPF will be better equipped to investigate cyber incidents, respond quickly to threats and proactively combat them before they cause significant harm and build the skills needed to protect our people.”
The MoU outlines practical steps for cooperation, including:
- Cybersecurity Incident Response:
- Establish coordination mechanisms for joint incident response activities.
- Share technical information on Cyber threats, vulnerabilities, and attacks.
- Cybercrime Investigations:
- Support investigations into Cybercrime by providing technical expertise and digital forensics assistance.
- Coordinate actions during national or cross-border cyber incidents.
- Information Sharing:
- Exchange cyber threat intelligence and situational awareness reports.
- Share best practices and lessons learned from cybersecurity incidents.
- Capacity Building and training:
- Conduct joint training sessions, workshops and simulation exercises.
- Promote skills development in digital forensics, incident handling and investigation procedures.
The Memorandum of Understanding (MoU) demonstrates the government’s commitment to building a safer and more secure digital environment for all Solomon Islanders. It also reflects the shared vision of both MCA and MPNSCS to strengthen national resilience against cybercrime and to promote cooperation across agencies.
The Ministry of Communication and Aviation and the Ministry of Police, National Security and Correctional Services reaffirm their dedication to this partnership and look forward to achieving positive outcomes through joint action.
