Public Service Bill Aims to Strengthen Governance and Accountability
Honiara, Solomon Islands – The Minister for Public Service, Hon. Francis Sade, outlined the purpose and key features of the Public Service Bill 2025 in Parliament last week.
According to Minister Sade, the Bill provides for a clearer institutional arrangement for managing the public service, preserving the independence of the Public Service Commission while strengthening the Ministry of Public Service’s capacity to develop policies and monitor performance.
The Bill also introduces measures to strengthen the ethical foundation of the public service, including giving legal status to the Public Service Code of Conduct and requiring senior officers to make annual declarations of interests.
Furthermore, the Bill aims to create a culture of performance and responsibility at every level of the public service, with regular performance appraisals, opportunities for feedback and training, and performance-based incentives.
The Minister emphasised that the Bill’s preparation was guided by wide consultation with stakeholders, including line ministries, provincial governments, and development partners.
The Bill is expected to provide a solid foundation for a professional, accountable, and service-oriented public service, aligning with international best practices and supporting a motivated workforce.
