
Dissemination and Socialization of Public Service Transformation Strategy 2023–2033
Honiara, Solomon Islands – 16 June 2025
The Ministry of Public Service (MPS) wishes to formally disseminate and socialize the Solomon Islands Public Service Transformation Strategy (SI PSTS) 2023–2033 with government ministries, agencies, development partners, and stakeholders. Endorsed by Cabinet, this Strategy sets out a 10-year vision to transform the public service into a more responsive, accountable, and citizen-focused institution
Strategic Reform Pillars
The Strategy is built on two core pillars:
- Workforce Development – fostering a skilled, ethical, and inclusive public service
- Institutional Development – strengthening governance and organizational performance
It also addresses key priority areas, including remuneration, talent development, research & innovation, gender inclusion, organizational development, Strategic HR Governance, and E-governance.
Alignment and Implementation
The SI PSTS is aligned with the National Development Strategy (2016–2035) and the Sustainable Development Goals. Implementation will be integrated into:
- Performance contracts of Permanent Secretaries and senior executives
- Annual work plans and corporate strategies of ministries and agencies
- Human resource systems, training, and capacity development programs
Monitoring, Evaluation and Accountability
MPS will lead the Strategy’s implementation through a Monitoring, Evaluation, Accountability, and Learning (MEAL) Framework, with progress tracked through:
- MPS Annual Report
- Public Service Satisfaction Survey (PSSS) – every five years
- SIPS Reform Implementation Survey – every two years
These tools will assess activities, outputs, outcomes, and impacts to promote accountability and drive continuous improvement informed by stakeholder feedback.
Call to Action
The MPS urges all ministries, agencies, public officers, development partners, and citizens to support and engage with the Strategy. Broad collaboration and shared ownership are vital to achieving a modern, professional, and citizen-centred public service.
A copy of the SI Public Service Transformation Strategy 2023–2033 is attached to this release. Stakeholders are encouraged to share and utilize the document to guide alignment within their respective institutions.
