MJLA and National Judiciary Staff with ASIPJ (DFAT) as a supporting donor partner for the two days working workshop on the review of the Justice Sector Strategic Framework 2024 – 2034, 27 -28 June 2024, Iron Bottom Sound Hotel, Honiara.
The five Legal agencies under the Ministry of Justice and Legal Affairs (MJLA) and the National judiciary staff have successfully completed consultations (27th – 28th June) for the Justice Sector Strategic Framework 2024 – 2034.
The framework is one of the GNUT 100 days priorities for the MJLA.
This marks the first time for the Justice Sector (Law Agencies and National judiciary) to have a ten year strategic framework that will be aligned to the National Strategic Development Plan, 2016 – 2035. At the same time, one that will be operationalised through an inter-Agency Corporate Plan 2024 – 2027; and inter-Agency work plans.
Participants for the consultations came from the Office of the Director of Public Prosecution; Office of the Public Solicitor; Registrar General’s Office; Attorney Generals Chamber; Law reform Commission; and the National Judiciary and Central Magistrate; and the Australia – Solomon Islands Partnership in Justice Programme (ASIPJ).
In his opening remarks, the Permanent Secretary who facilitated the consultations, observed that “it is a framework that on one level will be aligned to the SIs National Development Strategy. Additionally, it provides that governance umbrella for our Corporate Plan, under which MJLA and Agencies work plans are anchored and justice mandated services will be measured periodically for delivery.”
So, “it provides an important roadmap with inroads for wider sectoral planning, collaborations, developing access to justice facilities, oversight governance, technical capacity and infrastructure building, to name but a few”, remarked, Mr. Hoa’au. He further remarked that “since, the Legal Agencies will be expected to commit resources and be disciplined in implementing its specific outcomes, we must foster genuine justice sector partnerships for the journey ahead.”
During the final feedback session, The Director of Public Prosecution, Andrew Kelesi; the Deputy Chief Magistrate, Ricky Iomea; CEO for the National Judiciary, Joseph Bibiasi; Deputy Public Solicitor, Chris Rarumae; Registrar General (Ag), Sholto Manebosa; and the office Manager for the Law reform Commission, Mrs. Mayna Havimei shared similar observations that, this collaboration for agencies to offer views to long term planning for the Justice sector is important. One that is informed by talking and listening, both necessary ingredients for building meaningful understanding amongst different legal Agencies.
