Expressions of Interest
The Ministry of Finance and Treasury (MoFT), through SIG ICT Services, invites Expressions of Interest (EOI) from eligible and qualified suppliers for prequalification to supply goods and services under the following four (4) lots:

The Procuring Entity has allocated funds in its budget for this procurement and intends to use part of these funds to meet eligible payments under the resulting contracts for the supply and delivery of ICT goods and services, subject to the availability of funds and applicable SIG procurement requirements.
Expressions of interest will be conducted through the Competitive Bidding procedures as specified in the Public Financial Management (Procurement) Regulation 2021, Procurement and Contract Administration, 2022 and SIG Financial Instructions 2010 and the and is open to all Tenderers as defined in the ITT.
To be eligible for prequalification and considered for the award of contracts, tenderers must meet the following minimum qualification requirements:
- is a SIG-registered company established not later than 2022 with CRN, TIN and bank account;
- accepts LPO — which means that full payment shall be made after the goods have been inspected and accepted and have been determined as complying to Purchaser’s technical specifications in all respect;
- carries the range of IT Goods shown in the Schedule of Requirements;
- maintains display stores, storage and warehousing facilities;
- has successfully completed at least one similar supply contract of similar size in similar delivery site conditions in the last five years;
- has earned a total gross sales volume of at least $1 million in any one year in the last five years;
- has liquid assets and/or credit facilities valued at SBD $200 000.00; and
- has no record of failure or poor contract performance in previous supply contracts with any government agency or private entities.
Evaluation of expressions of interest will be on a Lot-by-Lot basis and tenderers are free to bid for one or any combination of Lots.
Interested eligible Tenderers may obtain complete set of Schedules of requirements and technical specifications and further information of ICT goods to be procured at the offices of the Procuring Entity:
Interested eligible tenderers are also invited to attend a Pre-bid/Tender briefing on Monday 16th November 2026 – 2:00pm at MOFT Leaf hut.
A complete set of Tender Documents can be obtained by interested Tenderers from address below upon providing receipt of non-refundable fee of SBD$200 which can be paid at MOFT Cashier

All expressions of interest in one original plus two (2) copies, properly filled in, and enclosed in plain envelopes must be delivered to the address below at or before 2 pm, 3rd December 2026. Expressions of interest will be opened promptly thereafter in the presence of Tenderers’ representatives who choose to attend the opening at the following address:
