LETTER OF INVITATION

To all Tenderers

Construction of new office extension for the Central Magistrate Criminal Registry

The National Judiciary of Solomon Islands has budget funding for the Construction of new office extension for the Central Magistrate Criminal Registry at the Central Magistrate Premises here in Honiara now invites interested eligible Contractors to submit tenders for the provision of these works. Full details are provided in the attached Technical Specifications and Bill of Quantities/Schedule of Activities.

The expected start date on site is 30^th Oct 2026
The expected completion date is 30^th Dec 2026

A Contractor will be selected under Solomon Islands Government Competitive Tendering procedures, specified in SIG Financial Instructions 2010 and the Procurement and Contract Administration Manual 2013, and is open to all eligible Tenderer.

To be considered for award, a tenderer must meet the Employer’s Experience and Qualification requirements, as follows:

• be an SIG- registered company with Company Number (CRN) or Registration of Business Name (RBN) and tax Identification Number (TIN) and has been in the business of construction since 2014;
• have successfully completed at least one similar works of similar size with similar technical complexity in the last five years;
• have successfully completed at least one similar works of similar size with similar technical complexity in the last five years;
• have at its disposal the use of required construction equipment’s;
• have in its employ the required construction personnel;
• have earned an annual gross sales, in building construction, of at least twice the total tender price, in any one year, in the last five years;
• show evidence in its 2020 financial statements the availability of liquid assets, net of outstanding contractual commitments, of at least 20% of total tender price; alternatively, must show evidence of access to a credit line with a reputable local bank to finance the contract; and
• not have been blacklisted nor suspended by any SIG ministry or agency; it must have no record of a poor or failure of performance in any of its previous contracts.

Complete set of Tender documents in English can be purchased by interested Tenderer at the MOFT cashier for the non-refundable fee of SBD200.00. The Tender documents can be collected at the National Judiciary (High Court) and copy of the receipt must be shown as proof of payments to;

Tenders must be delivered in sealed envelopes to this address: Tenders must be addressed to a) and be delivered in sealed envelopes to the address and before the closing time at b) below. Tenders will be opened promptly thereafter in the presence of the Tenderers’ representatives who choose to attend at the address and time at c) below. Late or incomplete tenders shall not be accepted and will be returned to the Tenderer. Tenders shall be valid for a period of 90 days after the deadline of Tender submission. Take note that any attempt by a tenderer to influence the award of the tender in favour of any tenderer will lead to disqualification of that tenderer and may lead to criminal proceedings.
