The Ministry of Provincial Government and Institutional Strengthening is calling for expression of interest from suitably qualified candidates to fill vacant positions in its ‘’Integrated Economic Development and Community Resilience Project’’ (IEDCR). The positions are individual consultancies. Interested candidates shall collect detailed terms of reference for the positions they aim to apply. 1. Climate Change Adaptation and Risk Resilience Expert (Individual Consultant)

Scope of services

The consultant will support the PMU, MECDM and Ministry of Provincial Government and Institutional Strengthening to formulae the required process, procedures and strategy to mainstream climate change and disaster risk management into planning activities; compile awareness materials; strengthening and integrating disaster preparedness and response into subnational planning, deliver trainings and provide technical support to MECDM and MPGIS to sufficiently carry out the climate change and disaster risk management activities under the Project.

Qualifications, Experience, and Skills Required

Minimum qualifications:

  • A Master’s degree qualification in climate change and/or disaster risk management with seven years’ experience, or a minimum of a Bachelor’s degree in relevant related discipline with over 10 years’ experience.

Minimum experience and capability:

  1. At least 10 years of relevant experience.
  2. Minimum 5 years working experience in Solomon Islands or the Pacific region
  3. Knowledge of and experience in community-based disaster risk and climate change adaptation planning and operations;
  4. Experience in infrastructure design, including rural roads, buildings, environmental protection works;
  5. Able to assess, and build up technical norms and cost items of civil works
  6. Familiar with climate change impact and risk assessments and adaptation and resilience measures;
  7. Fluent in the English language;
  8. Demonstrated skill in writing clear and easy to navigate procedures/templates/forms to guide different discipline requirements.

Desirable experience and skills:

  • Fluent Solomon Island Pijin;
  • Prior experience in Community-based climate change and disaster risk management programs specific to World Bank projects;
  • Referees of the preferred candidate may be contacted to verify prior experience, performance, and character traits.


2. National Engineer

Objective of the assignment

  1. Provide technical support to the Provincial Engineers on higher complexity subprojects.
  2. Contribute to the development and provision of training and capacity building activities for the Provincial Engineers and in cascading training to the Ward Development Committees and the Junior Engineering staff to harmonize approaches and standards for construction and infrastructure works.
  3. Liaise closely with the Climate Change and Risk Resilience Expert and recruited technical specialists on climate change impacts in partial focal areas such as floods and runoff erosion, coastal protection, groundwater protection, cyclone resilience, earthquake resilience and slope stability engineering.


1. Qualifications, Experience, and Skills Required

1.1 Minimum qualifications:

  • The candidate must have a first degree in either: civil engineering, Structural engineering, Architectural or a relevant related discipline from a recognized university.

1.2 Minimum experience and capability:

  1. At least 10 years of relevant experience.
  2. Knowledge of and experience in delivering provincial level infrastructure development;
  3. Familiar with small civil works contract documentation and procurement;
  4. Familiar with soil and construction material testing, such as CBR, sand replacement tests, use of DCPs, concrete testing;
  5. Experience in infrastructure design, including rural roads, buildings, environmental protection works;
  6. Able to assess, and build up technical norms and cost items of civil works
  7. Experience with Infrastructure and environmental or resilient construction methods and techniques including culverts, small bridges, environmental protection, water supply systems/boreholes, dams and earth works, buildings, pedestrian infrastructure.
  8. Familiar with climate change impact and risk assessments, adaptation and resilience measures;
  9. Basic ability in using AutoCad and preferably GIS software such as Mapinfo.
  10. Experienced user of GPS handheld receiver.
  11. Experience with and ability to implement and train counterpart staff in the development and preparation of technical specifications, norms and standards, labour-based contract management, environmental and social safeguards contract compliance.



Objective of the assignment

  1. Advise and provide environmental, social risk management inputs and oversight for technical assistance activities. Key tasks will include the provision of inputs into TORs and review of any outputs, to ensure all technical assistance work complies with the World Bank ESF and local legislation.
  2. Provide support and guidance to the E&S specialist when identifying, preparing and updating the environment and social (E&S) risk instruments required for all subcomponents activities of IEDCR in accordance with environmental and social risk screening outcomes. This will involve updating the IEDCR ESMF to a final ESMF. The Senior E&S Specialist may be required to develop documents such as standard operating procedures to manage operational phase environmental and social risks of facilities financed by the Project.
  3. Conduct environmental and social impact assessments that may be required under national legislation.

Academic Background and Relevant Experience

1. Academic Qualifications

  • A Postgraduate degree in resource management, environmental science, environmental management, social science, planning, , or similar.

2. Experience Requirements

  • At least six years of working experience in environmental and social risk management and impact assessment including experience in:
  • Preparation of Environment Impacts Statements and Public Environment Report
  • Liaising and collaborating with multi-stakeholder groups (public, private, NGOs, civil society, and local communities).
  • At least 2 years of working experience on a WB, ADB or other donor partners


4. Monitoring and Evaluation Specialist

1. Objective of the assignment

The objective of this assignment is to provide effective and efficient monitoring and evaluation of IEDCR activities during the project implementation and to help the project take corrective action where necessary, on issues that may affect implementation.

The M&E Officer will co-ordinate and manage implementation of the Project’s M&E activities and manage project data. S/he will ensure that:

1) appropriate data is collected in an accurate and timely way from PG processes, WDC’s, and samples of beneficiaries through project surveys; and

2) this data is processed and analyzed, efficiently and securely, to meet the needs of the results framework and to provide information that can guide improvements in project operations.

2. Qualifications and Experience

2.1 Academic Qualifications

The candidate must have a minimum a master’s degree in Social Sciences, Economics, Development studies, finance or other related discipline or a Bachelor’s degree with 10 years’ relevant experience in monitoring and evaluation.

2.2 Work Experience

  1. Over 5 years’ experience overseeing demographic data collection and analyzing survey data, gained in an environment of comparable to IEDCR in complexity and scope.
  2. Experience in working in development sectors especially in public sectors such as provincial governments.
  3. The applicant must have a very good understanding of provincial systems and procedures.
  4. An excellent understanding of performance-based grant and how it works.
  5. Experience in training and facilitation
  6. Previous experience in conducting M&E for donor related projects with a good knowledge of their rules and procedures will be advantageous.
  7. A good understanding of financial data and the ability to extract that data for analytical reporting as it related to monitoring indicators.
