Short Term National Consultant Engagement
The Ministry of National Planning and Development Coordination is seeking to engage a qualified and experienced local NHRDTP Labour Market Survey Analyst consultant to support the Social Development & Governance Division of the Ministry to analyse labour Market Survey data for the National Human Resource Development Training Plan ( NHRDTP) .
Analyses of the current human resource development systems in Solomon Islands have shown that the there is a mismatch between the supply of skills and the demand for skills. This situation is resulting in poorly directed investment, systems inefficiencies and constraints on economic and social development. As a result the Solomon Islands Government (SIG), with assistance from donor partners is systematically developing a demand responsive human resource development system in the Solomon Islands. In particular, they are supporting the development and implementation of the 2013 -2015 National Human Resource Development Plan (NHRDTP). The 2013-2015 NHRDTP is now due for review.
Qualifications & Experience
The Key expert will be solely responsible for organising, progressing and reporting on this assignment. The following profile will guide the selection of the expert:
*Must possess the relevant professional qualification in HR development, HR management or similar, preferably at Masters Degree level or have the equivalent of 10 years post graduate experience in an appropriate discipline.
*In-depth understanding of HR processes and systems
*Able to demonstrate evidence of performing similar work preferably of an international nature;
* Change management skills and experience
*Good reporting, interpersonal and communication skills with Fluent spoken and written English
*Minimum 10 years’ experience as a senior manager, change management specialist, HR professional, recruitment consultant or similar.
*More than 5 years of active engagement in Organisational Management Consultancy
*Experience in conducting surveys, job evaluation, and construction of salary scales for different organisations within different industries
*Solid knowledge and experience in effective human resources management, including application of best practices in development of a clear HR strategy and HR Surveys
*Familiarity with public sector organisational work environment and dynamics
*Experience with aligning organisational structure to strategy
*Proven track record of similar assignments
