Job Title Technical Finance Officer, Accounting Grade F – Technical Officer
Employment Full-time Contract 3 years on first appointment renewable upon performance
Job purpose The Technical Finance Officer, Accounting is responsible for assisting in maintaining accurate day-to-day financial records in SIMA’s systems of all financial operations for receivables and payables and processing of accounts transactions, banking, payroll and reporting, implementing SIMA’s Financial Policies and Procedures.


The Solomon Islands Maritime Authority (SIMA) has been established by act of parliament and is developing towards a financially self-sufficient and independent maritime administration to facilitate implementation of international and regional maritime agreements and applicable maritime laws.

SIMA administers the Solomon Islands maritime sector, inspecting vessels, coordinating maritime search and rescue, preventing and coordinating response to pollutions from ships, and providing safety of navigation services. Four overarching goals are adopted in its Corporate Plan 2020-2023:

  • Improved Maritime Safety & Pollution Prevention,
  • Improved Safety of Navigation, Environment Protection & Response,
  • Effective International & Regional Maritime Cooperation, and
  • Good Governance & Quality Services.

Key responsibilities

  • Teamwork and Support – assist accounting work and budgeting across the organisation.
  • Budgeting – support annual budget development and full execution.
  •  Day-to-day Financial Operations – execute accounting and payroll duties in accordance the Financial Policies and Procedures; and keep accurate financial information in the organisation’s Integrated Financial Management Information System.
  • Financial Reporting – assist preparation and submission of monthly and annual financial statements compliant to international standards.

Qualifications and Experience

Essential Essential
Tertiary qualification in accountancy, finance, or related field with Certificate in business or accountancy. Diploma in accountancy, finance, or related field with specialised certificate in the field of finance.
Essential Essential
1-5 years of demonstrated experience in accounting work in a private company. Demonstrated experience in accounting, payroll and reporting in a small business.

Essential skills

  • Ability to work in a team and ensure technical departments follow finance requirements.
  • Ability to implement financial policies and procedures, keep accurate records and use financial management systems and software.
  • Ability to communicate both in writing and verbally to technical teams for accounting and budgeting.

Selection Criteria

  • Demonstrated ability to monitor and execute day-to-day financial operations with experience in assisting implementation of financial policies and procedures among teams.
  • Experience in using a financial management system and software, and in office applications.
  • Knowledge of international Financial Reporting Standards (IFRS) and experience in providing accurate information for annual financial statement in accordance with IFRS.

Salary and Recruitment

  • Remuneration – the Technical Finance Officer, Accounting is at Grade F – Technical Officer of SIMA’s organisational structure and will start with a net annual salary of SBD 74,305 after deduction of the 5% employee NPF contribution and income taxes.
